Summary/Objective

 

The purpose of this position is to supervise, direct, and coordinate the activities of the department in distribution system functional areas including, but not limited to, valves, hydrants, transmission mains, leak detection, line locating, new service and fire line taps, dispatch and emergency.

Responsibilities

Essential Functions

  • Coordinates the work of a large and diverse work group including the following functional areas: valves, hydrants, line locates, leak detection, taps, dispatch, emergency, transmission mains and new service inspection.
  • Monitors and reviews work assignments to identify and solve operating difficulties, personnel and customer problems and to ensure adherence to policies, procedures, regulations, etc. and to provide supervision and technical advice.
  • Plans, schedules and provides general supervision for the installation and maintenance of distribution facilities including pipe, valves, fire hydrants, PRVs, CAVs, taps and appurtenances.
  • Plans proactive leak detection activities.
  • Plans preventive maintenance/replacement programs for valves, fire hydrants, PRVs and CAVs.
  • Determines the most cost-effective method for utilization of the work force, equipment and materials. Makes recommendations to improve efficiency and control costs.
  • Participates in developing and implementing safety and training programs in conjunction with the Safety Coordinator, Learning and Development Leader, Technical Learning Coordinator and the Director of Distribution for job knowledge and professional growth.
  • Leads effort to control losses in the Department due to accidents, injuries and utility cuts.
  • Mentors/trains/monitors supervisors regarding methods and procedures of work, safety, supply and equipment requirements, operational policies and priorities.
  • Initiates/recommends personnel actions such as pay changes, job coaching, counseling, discipline, termination and administrative action when needed.
  • Develops appropriate metrics/KPI’s and monitors performance/results to ensure the successful achievement of department/division and organizational mission.
  • Interviews and hires new personnel for the Department. May participate on interview panels for other departments.
  • Develops procedures and selects staff to evaluate candidates for promotion opportunities within the department.
  • Participates in the evaluation process for all employees in the department. Makes recommendations for employee development.
  • Develops, implements, reviews and processes pay for performance plan for Distribution Technicians.
  • Coordinates or provides regular training for Distribution Operator Certification renewals.
  • Develops both short and long-term plans for equipment, personnel and material needs for the department.
  • Develops, recommends and monitors the departmental budget by reviewing past expenditures and analyzing future needs to accomplish department objectives within overall WaterOne budget guidelines. Approves expenditures for department.
  • Coordinates the response to emergencies in the Distribution System, within the scope of the department, to ensure safe and efficient restoration of service to customers.
  • Coordinates work unit activities with other departments, governmental agencies, consultants and contractors.
  • Evaluates and makes recommendations for the purchase and the proper utilization of expensive and diverse mechanical and construction equipment as well as trucks and other vehicles. Approves final specifications for department equipment and vehicles.
  • Makes recommendations to the Engineering Department for design of additions to and replacement of distribution system facilities. Makes recommendations for developing specifications for material and equipment and the evaluation of same.
  • Attends Board and Committee Meetings and relays appropriate information to Department.
  • Participates in strategic planning and goal setting for the department/division to support the strategic plan.
  • Works on special projects for WaterOne, division or department as assigned.
  • Recommends when various work activities in the department should be contracted. Administer these contracts and evaluates work of contractors.
  • Maintains records, prepares reports and reviews those prepared by staff regarding work unit activities as required.
  • High degree of collaboration with the CM Department. Participates in activities of the CM Department at a level sufficient to take over the Managerial duties of that Department if necessary, and may rotate oversight  with CM department as appropriate.

 

Other Duties

 

  • Represents the department and/or division on various standing or temporary committees, or with stakeholders.
  • Works with Material Control group in acquisition of materials and equipment to maximize the efficiency of the department.
  • Acts as Division Director when requested during Director’s absence.
  • Perform other duties as assigned.

Qualifications

Required Education, Skills & Experience

 

  • Bachelor of Science in Construction Science and Management, Business or Engineering, Civil Engineering or comparable field, from an accredited institution.
  • Knowledge of the principles and practices involved in Water Treatment and Distribution. Class A or Grade IV Certification in Water Treatment or Water Distribution from suitable State or Professional organization.
  • Knowledge of FEMA National Incident Management System and certified in Incident Command System modules 100, 200, 700 and 800.
  • Certification by California State University-Sacramento in Water Distribution System Operation and Maintenance.
  • Three to five years of supervisory experience or active participation in extracurricular activities that demonstrate these skills.
  • Detailed knowledge of and five to seven years of experience in the construction, maintenance, rehabilitation, repair and operation of a large water distribution system and its components.
  • Ability to lead a large and diverse work force and must foster an environment of high respect/high performance.
  • Knowledge of and ability to specify mechanical and electronic equipment and materials used in water distribution systems.
  • Knowledge of safety issues in underground work including trenching operations, traffic control and confined spaces. High degree of safety awareness, particularly regarding job site set-up, availability of proper equipment, proper use of same and employee work habits.
  • Knowledge of security issues that affect water utilities and ability to recognize hazards to water quality, personnel and facilities.
  • Ability to lead disaster recovery efforts in the event of a catastrophic occurrence.
  • Ability to effectively plan, schedule and direct multiple projects and evaluate activities of the department.
  • Able to plan and organize complex projects for the department in the most cost-effective manner.
  • Proficiency in analytical decision making and problem-solving skills.
  • Advanced oral and written communication skills.
  • Ability to maintain a cooperative attitude and positive working relations with employees, customers, community and industry contacts.
  • Able to apply creative thinking to encourage new initiatives and challenges to the status quo.
  • Able to design, implement and process a pay for performance plan for staff.
  • Able to identify and track Key Performance Indicators for the Department.
  • Strict attention to detail in planning, cost estimating, projecting capital expenditures and reading blueprints.
  • Must be proficient in Microsoft Office suite of software with emphasis in Excel, Word and Outlook.
  • Requires proficiency in the use of SAP, GIS, and AIMS software applications.
  • Knowledge and ability to recommend applications and specialty software used in the Department.
  • Ability to work irregular hours and be available for 24-hour call-out.
  • Be in possession of a valid driver’s license and continuously meet WaterOne driving standards.
  • Must pass post offer medical exam, including drug screen and background verification (may not apply to current employees).

 

Preferred Education, Skills & Experience

 

  • Kansas Professional Engineering license.
